Terms Of Reference

Objectives

1. Provide a two-way exchange of information and ideas between all  members of the local community with a view to consultation on the issues that need to be addressed by the Forum.

2. Consult with Government Bodies and private individuals on all matters relating to the future development of Dunlavin.

3. To promote through its actions and policies, the integration of the economic, social and cultural aspects of development in the context of protection and enhancement of the environment.

4. To represent the collective views of the community, fostering the inclusion of groups and organisations with a focus on social inclusion.

5. To operate in a charitable, non-party-political manner, building on the principles of common interest.

The Committee

1 The members of Dunlavin and District Forum shall consist of members of the local community numbering not more than 35 and no less than 25.

2 The committee shall meet at least 10 times in the course of a year.  Notice of meetings must be sent at least 10 days in advance, either by text message, e-mail or post.

3 A quorum for each meeting will be no less than 35% of Forum members.  No voting shall be valid without a quorum present.

4 Attendance at meetings of the Committee is essential.  Where a member misses 20% of all yearly meetings, without giving notice or apology this shall qualify for dismissal from the Forum.  A letter of notification shall be sent to the member in question.

5 Where a Forum member is disqualified, retires or discontinues their involvement with the committee they shall be automatically replaced if the Forum is less than 25 members.

6 The Forum can co-opt additional members onto the sub-committee when specific expertise is required in the areas relevant to the business of the Forum.

7 Any Sub-committees working within the Forum shall present a full report in writing, plus any correspondence to the Forum members at each meeting, or as required.

8 Members are recruited on to the Committee by the entire community.  Nominations shall be forwarded to the AGM, they will be vetted by the Executive and then brought to the Forum for their consideration.

The Executive

1.The Executive Committee of the Forum shall be made up of a minimum of 8 representatives consisting of:

· Chairperson

· Vice Chairperson

· Secretary

· Assistant Secretary

· Public Relations Officer

· Assistant Public Relations Officer

· Treasurer

· Assistant Treasurer

2. The Executive Committee will meet when required to progress issues between scheduled meetings of the Forum.

3. The Executive Committee will bring any matters that have arisen to the attention of the Forum members

Accounts

1. The accounts of Dunlavin and District Forum shall be audited at least once a year by an independent auditor or other qualified accountant appointed by the Forum.  A copy of the audited accounts shall be presented at the AGM.

Amendments to the Rules

1. Any proposal to alter the above rules shall be notified in writing to all of the member organisations at least 21 clear days prior to the AGM or EGM.  Amendments will be made with the consent of two thirds of the organisations present at the duly called meeting.

Dissolution

1. In the event of the Forum being dissolved, all assets realised and or monies held in account shall be dealt with in the appropriate manner.
